Fourthwalling: No sitting him down and explaining he's a fictional character (at least, not without asking me first), but recognizing him or ~Gotham~ or whatever is fine!
Offensive subjects: Head's up before going into detail on super heavy topics (especially sexual assault/rape) are always appreciated but not necessary! Additionally, there are a couple of stories involving Julian that involve attempted/near suicide, so please be aware. Let me know or PM me if that's a subject you'd like to avoid.

Vice versa: Calendar Man generally steals stuff and messes up holiday celebrations, but fighting, injuries and potentially stalking are definitely things to watch out for. Murder is not his bag so it'd take a lot of IC reasoning for him to kill someone. Emotional wounds are totally his thing, and let me know if there's stuff you'd rather not have him pry into (he probably won't unless it's vaguely calendar related).
Using telepathy/mind reading abilities on this character: Yes! Though if you're trying to have your character find out his crimes in advance, talk to me first. Otherwise, go right ahead.

FIRST: Ghost of Holidays Past
Not a literal ghost, named after the Christmas Carol character because it basically does something very similar: Julian can share a vision with a character (with player permission, of course!) of past instances of whatever holiday it is that they're celebrating.
In other words, say [character in question] is big into Chinese New Year, celebrated it every year. Julian can, in the presence of [character], generate a vision, only seen between the two of them; an illusion in which they visit the past instances that they celebrated the new year. This essentially takes place in their heads. OOCly the player of the character will be asked what is seen, and have control over that aspect.
ICly, this power is difficult to use and doesn't always work for everyone. Additionally, some characters can exert their will and end the vision. It's an opt-in thing.
The holiday seen can either be whatever holiday is on the date Julian uses the power OR the holiday the character has the most emotional connection to / celebrated the most. The latter does not have to be a holiday Julian is familiar with (so in other words, letting people from fantasy / sci-fi worlds etc get in on the fun).

SECOND: Zodiac Powers
Alright! So Julian will get 1 superpower per zodiac sign while the sign is session (so, only one at any given time). They're all themed, some more apt than others, around the sign.
1: Aries, March 21 - April 19. The Ram gives him the ability to ram into things with his head without causing himself harm. When he uses this power his head gives off shining star sparks that look like ram horns. While ramming he has mild superstrength, which can dent cars but not, like, break them.
2: Taurus, April 20 - May 20. Super-resilience. For once in his life he'll be able to take more than one punch. It'll take someone with superstrength or a bazooka or a really sharp sword to be able to bruise/cut him. In other words, he'll still be able to be damaged but it'll be harder. He's tough. Like an ox.
3: Gemini, May 21 - June 20. He can duplicate himself, making himself his own twin. The duplicate only lasts for up to six hours before disappearing, and he can only do this once per day. There's otherwise no distinction between the duplicate and himself, other than the fact that the duplicate can't use his other powers.
4: Cancer, June 21 - July 22. He can, at will, make his hands into great big crab claws. They're simultaneously wicked awesome but super weird.
5: Leo, July 23 - August 22. He can summon a lion with a mane of fire big enough that he can ride (without damaging himself or his clothes). This lasts for 1 hour at a time, once per day.
6: Virgo, August 23 - September 22. I'm gonna stretch this one a bit if only because a power based on virginity would be Kinda Weird. SO FOR THIS, Julian can essentially return something to it's untouched ("virgin") state. This isn't literal virginity, this is a healing / fixing power. For living things, he can heal injuries. For objects he can return them to mint condition. He can use this only once per day.
7: Libra, September 23 - October 22. If someone uses their power against him, he gains an equal but opposing power for a brief amount of time (say, no more than ten minutes). So for example, if someone hit him with a spurt of fire, he'd get water or ice powers. (With permission) if someone tries to read his conscious mind he'll be able to read their subconscious desires. If someone heals his injuries, he'll be able to cause those injuries to happen to someone else. This isn't affected by passive powers; if someone has ageless immortality he won't fall over and die, that would be weird.
8: Scorpio, October 23 - November 21. Scorpion venom! Julian will be able to get a little spur in the bottom of the wrist that has comic book-esque (rather than realistic) poisonous venom that can incapacitate someone for about 10 to 20 minutes, basically like paralysis in a pokemon game or any rpg. Only used with player permission.
9: Sagittarius, November 22 - December 21. He can make a bow and arrow made of sparkly star energy appear in his hands. The star energy dissipates after hitting its target, but otherwise acts like a regular bow and arrow.
10: Capricorn, December 22 - January 19. He can turn himself into a mountain sea-goat/capricorn. It's like, the size of a regular goat? There's no time limit on this but like, he doesn't have hands. Also his clothes will get ripped up and he'll drop whatever he's holding. Otherwise it's pretty boss.
11: Aquarius, January 20 - February 18. He can control (but not create) water. Think water-bending in ATLA. But like, Katara's season 1 water-bending not season 3. If you're unfamiliar, basically he can make water flow in streams about him and make water-whips but can't like, do super cool shit with it.
12: Pisces, February 19 - March 20. He can grow gills and breathe underwater. It's cool.
THIRD: Daily Costumes
How this works: Julian can magically change his clothing into something appropriate for the day. Either for the holiday, odd special days (like today's Talk Like A Pirate Day might get him a pirate outfit), day of the week (a sun costume for Sunday), etc etc. It's more broad than his holiday monster powers, it just has to be somehow Appropriate. At midnight the outfit will automatically change into the next day's. And literally everything this power makes is over the top somehow. Even a suit would be bright red or something.
This only effects his clothing! It comes with no gadgets or anything, mostly just fabric and purely aesthetic accessories. Think cosplay props made of soft foam and armor that's either foam or a soft plastic. Fashionable, not functional.
Additionally he can summon up to two (2) extra sets of clothing, subject to the same rules, for himself (costume changes!) and/or for henchmen/assistants, if he so desires. Unlike his main set, these disappear at midnight, replaced by something either Julian or whoever is wearing them has in their own closet (which I'll leave up to the player in question if a PC). This is a plot with people on a case by case basis sort of thing!
